India is preparing to open its embassy once again in Afghanistan. It was closed till now in the year 2021 due to Taliban rule. Opening an embassy in another country also has its own rules. For this, it is most important that there should be diplomatic relations between the two countries. The process of opening an embassy starts with the Vienna Convention on Diplomatic Relations 1961.
This convention took place on 18 April 1961 in Vienna, Austria. After the permission of 193 countries, it came into effect from 24 April 1964. This agreement tells how a country should behave with its embassy and what rules should be followed there.
Opening of an embassy of a country in another country depends on mutual consent. First both the countries agree to establish diplomatic relations. After this the sender takes permission from the host country to open an embassy. Once permission is granted, the location is decided and the ambassador is appointed with formal consent. Now the question arises who bears its expenses.
The rule says that whatever expense is incurred in opening an embassy is borne by the government of the country in which the embassy is located. Funding is done by the Foreign Ministry of that country. After this, preparations for taking a building or rented space for the embassy, recruitment of staff and other processes are started.
Interestingly, the host country cannot interfere in the embassy premises. The police of the host country cannot enter the premises without the permission of the embassy. Not only this, the host country has the responsibility to protect the embassy from any kind of encroachment, damage and disturbance. In case of war, the host country Protects the embassy and its property. If the situation worsens, its security can also be handed over to a third country.
The process of giving land for opening an embassy depends on mutual agreement. Usually the host country leases land to build an embassy. Its fare is fixed. However, if the relationship is very good, the host country may also give land for free, but most countries buy or rent land in the host country.
Rich countries spend huge amounts of money to open embassies, but there are many poor countries which cannot build grand embassies. In such a situation, he handles the affairs of the embassy in a different way.
