SIR: Second phase of SIR from November in 12 states across the country, voter list will be frozen tonight

After the success of SIR in Bihar, now the Election Commission is going to start its second phase in 12 states and union territories across the country. Chief Election Commissioner Gyanesh Kumar announced this on Monday. Its process will be started after Bihar elections.

SIR Second Phase: The Election Commission announced in a press conference on Monday, October 27 that the second phase of Electoral Roll Revision (SIR) will take place in 12 states and union territories. Chief Election Commissioner Gyanesh Kumar told the press conference that the second phase of SIR will include Uttar Pradesh, Madhya Pradesh, Rajasthan, Chhattisgarh, Gujarat, Goa, Kerala, Tamil Nadu, West Bengal, Puducherry, Andaman-Nicobar and Lakshadweep. Voter lists will be frozen in these states from tonight itself.

SIR work will start from November 4

The work of SIR will start from 4th November and the final electoral roll will be published on 7th February 2026. During this period, BLOs will go door-to-door and complete the work of updation of the voter list as well as adding names of new voters, removing names of illegal voters and correcting the mistakes made in the voter list. Let us tell you that there are about 51 crore voters in 12 SIR states. For this work, 5.33 lakh BLOs and more than 7 lakh BLAs will be deployed by political parties.

Special intensive revision successful in Bihar

Chief Election Commissioner Gyanesh Kumar said, I wish the voters of Bihar all the best and salute the 7.5 crore voters who actively participated in the SIR process and made it successful. Now its second phase is starting. He told that the voter list in these states will be frozen from tonight itself. In the second phase of SIR, the work of updation of voter list, adding names of new voters and rectifying mistakes will be done.

Elections will be held in these 5 states in 2026

Let us tell you that from November 2025, the Election Commission will start the work of special intensive review in 12 states and union territories across the country. At the same time, assembly elections are to be held in 5 states of the country in 2026. These include Assam, West Bengal, Tamil Nadu, Kerala and Puducherry. SIR work was done in these five states between 2002 and 2004. At present there will be no SIR in Assam, because the rules related to citizenship are different there. Therefore, its work will be done differently there.

How many times has this happened till now SIR?

Between 1951 and 2004, special in-depth review work has been done 8 times. Let us inform that in the second phase of SIR, the work of updation of voter list, adding names of new voters and rectifying mistakes will be done.

Why is SIR important?

According to Chief Election Commissioner Gyanesh Kumar, voters move from one place to another, due to which their registration gets done at more than one place. Many times the names of dead voters are not removed for many years. At the same time, the name of an illegal person gets included in the voter list by mistake. There are many things due to which SIR is necessary from time to time.

What is SIR i.e. Special Intensive Revision?

SIR i.e. Special Intensive Revision is a kind of voter list revision. This is a process of the Election Commission, under which updating the voter list, including the names of new voters, removing the names of those who have died and correcting the mistakes in the names, addresses, age etc. of the voters. In this, BLOs go door to door and get people to fill the forms.
