Dehradun Land Registration: To address the growing concerns of land-related fraud in Dehradun, the district administration has introduced a mandatory verification system for land registration. Under this initiative, verification of Khatauni and Dakhil-Kharij records has become compulsory before any property registration is approved. This move aims to enhance transparency in land transactions and protect buyers and sellers from fraudulent practices. The system is expected to significantly reduce disputes, financial losses, and illegal dealings associated with land purchases.
Following the directions of District Magistrate Savin Bansal, the Stamp and Registration Department has effectively implemented this new verification process. Before completing any land purchase, officials will now examine updated land records, ownership details, and mutation entries. This structured verification ensures that registrations based on forged documents, fake heirs, or the names of deceased individuals are automatically blocked, thereby safeguarding genuine stakeholders.
One of the key objectives of this system is to curb practices such as the double or triple sale of the same land parcel. Earlier, outdated or manipulated records were often used to sell the same property to multiple buyers. With real-time verification of land data, such fraudulent registrations can no longer proceed unnoticed. This reform strengthens legal certainty and builds confidence among property buyers.
To make land-related information easily accessible, the district administration has also launched a dedicated computer kiosk near the registry office. This is the first initiative of its kind in the state. Through this kiosk, citizens can access land details instantly using the e-registration portal. The facility enables users to check ownership records, mutation status, and other essential land information without delay.
The digital system allows users to view Khatauni records, Dakhil-Kharij details, landowner information, and the current status of land directly. This eliminates the need for intermediaries, brokers, or unauthorised agents who often exploit information gaps for personal gain. Direct access empowers citizens to make informed decisions based on verified data.
By enabling on-the-spot verification, the kiosk and digital records save considerable time and money for the public. Buyers can verify all necessary details before registration, reducing the risk of future disputes. Additionally, transparency in stamp duty and registration charges ensures that people pay only the required fees, avoiding unnecessary expenses.
The District Magistrate has clearly stated that any form of fraud committed in the name of revenue generation will not be tolerated. Officials have been instructed to spread awareness about this system at the block and Gram Panchayat level. This ensures that even residents in rural areas understand the importance of verification and can engage in secure land transactions.
Land fraud often takes multiple forms during the registration process. These include registration by fake owners using forged identity documents, transactions conducted in the name of deceased individuals, and multiple sales of the same property. Manipulation of Khatauni and Dakhil-Kharij records is another common tactic to illegally change ownership. In some cases, government or public land such as Nazul, forest, or Gram Sabha land is sold by falsely presenting it as private property. Misuse of expired or fake power of attorney documents and alteration of land boundaries or area measurements are also frequent methods used to deceive buyers.
According to District Magistrate Savin Bansal, this new system will not only strengthen public trust but also help the administration manage land records more efficiently and reduce disputes. Due to its effectiveness, the Dehradun model is now being considered for implementation in other districts as well. This initiative marks a significant step toward secure, transparent, and technology-driven land administration.
