BJP releases ‘Sankalp Patra 2026’, promises secure and developed Assam ahead of polls

The Bharatiya Janata Party (BJP) on Tuesday released its much-awaited Sankalp Patra 2026 for the upcoming Assam Assembly elections. The party described the manifesto as a roadmap to build a “Subakshit (Secure), Bikashit (Developed), and Joy Aai Assam” under the continued “double-engine” government led by Prime Minister Narendra Modi and Chief Minister Himanta Biswa Sarma.

The 80-page document, along with an eight-page summary pamphlet, outlines 31 key Sankalps (resolutions). It combines the party’s past achievements with new promises. The BJP positioned itself as the only party capable of ensuring “Asom-first” development while protecting the identity of indigenous people.

A major focus of the manifesto is the protection of the “khilongiya” identity. The BJP promised full implementation of the National Register of Citizens (NRC) and the Citizenship Amendment Act (CAA), 2019. It also pledged action against illegal land encroachment and proposed laws to stop “love jihad” and land-grabbing. The party said it would pursue a Uniform Civil Code (UCC) while protecting tribal and indigenous customs.

On development, the BJP announced a Rs. 5 lakh crore investment under the “Assam Gati Shakti Master Plan.” The plan includes new expressways, railway corridors with Vande Bharat services, and greenfield airports at Manas, Umrangso, Chabua, Dibrugarh, Majuli and Dhol. It also proposes waterways, logistics hubs, and satellite townships. The party also announced the “Banmukta Assam” (Flood-Free Assam) programme, with an investment of over Rs. 18,000 crore. This includes dredging of the Brahmaputra and the creation of a “Flood Vigilance Force.”

The manifesto gives strong emphasis to youth, women and farmers. It promises two lakh government jobs and financial support of Rs. 5 lakh to 10 lakh young entrepreneurs under the Chief Minister’s Atmanirbhar Assam Abhiyan. For women, Orunodoi assistance will be increased to Rs. 3,000 per month for 15 lakh more families. The “Lakhpati Baideu” scheme will be expanded to cover 40 lakh women, and “Aai Ghar” kitchens will be set up in all district headquarters.

Farmers are promised Rs. 11,000 annual assistance for eligible small and marginal farmers. The party also pledged expansion of the Mukhyamantri Krishi Sa-Sajuli Yojana and continued Minimum Support Price (MSP) support for paddy, maize and mustard. Plans for better market infrastructure, cold storage and processing units have also been included.

The BJP also made specific promises for tea tribes, including land rights, housing, a minimum daily wage of Rs. 300, and the formation of a Tea Tribe Welfare Expert Committee. It said it would continue efforts to grant Scheduled Tribe status to six communities. Regionally, the party promised to develop Dibrugarh as the second capital of Assam and announced projects for Barak Valley, including an AIIMS satellite centre and airport upgrades. It also proposed a “One District, One University” plan.
