Millions of taxpayers across the country are currently awaiting their income tax refunds; however, the reason for this delay is not a major systemic glitch, but rather a minor oversight: an 'inoperative' PAN. The government informed Parliament that in over 130,000 cases, refunds have been withheld solely because the respective PANs are not active.

**How ​​Much Money is Stuck?**
According to the Ministry of Finance, a total of ₹340.30 crore in refunds remains stuck in these cases. This situation highlights the significant financial loss taxpayers can incur by failing to comply with a simple regulatory requirement.

**PAN-Aadhaar Linking is Mandatory**
The government has clarified that linking one's PAN with Aadhaar is now mandatory for individual taxpayers. Failure to do so renders the PAN 'inoperative,' thereby disrupting processes such as the issuance of tax refunds.

**92.5 Million PANs Rendered Inoperative**
According to government statistics, approximately 92.5 million (9.25 crore) PANs had become inoperative as of January 1, 2026. This indicates that a large number of people have yet to complete this essential procedural requirement.

**₹2,338 Crore Collected in Late Fees**
The government has so far collected approximately ₹2,338.31 crore in late fees from individuals who delayed linking their PAN with Aadhaar. This clearly demonstrates the government's strict stance regarding the enforcement of this rule.

**Why Are Refunds Being Blocked?**
The Ministry of Finance has clarified that even if a PAN is inoperative, the Income Tax Return (ITR) is still processed, and credit for Tax Deducted at Source (TDS) is duly granted. However, under the provisions of the law (Section 139AA), the actual refund cannot be issued until the PAN is reactivated.

There has also been an increase in the number of complaints related to PANs and tax refunds.
