In fact, preparations have been started to bring Unified Building Regulation-2026 for all the industrial development authorities of the state. Its draft has been released by the Invest UP department and suggestions have been sought within the next 15 days.
With this, the height of newly constructed buildings in all the development authorities of Gautam Buddha Nagar – Noida, Greater Noida, Yamuna Expressway, UPSIDA, UPEDA and other industrial development authorities – can now be increased. This means that the way has been cleared for construction of high-rise buildings in the areas of Industrial Development Authorities. But it will also have many benefits and challenges.
Integrated building bylaw, confusion will end
Till now, different industrial development authorities had different building bylaws, due to which builders and allottees had to work as per the rules of those industrial development authorities. This created confusion. After the implementation of this draft, integrated building bylaws will be applicable in all the industrial development authorities of the state. This will not only increase transparency, but the process of construction approval will also become easier, simpler and faster to follow. In this draft, the option of premium purchasable FAR has also been given and it has been linked to the width of the road. This simply means that the builder will be able to purchase additional FAR by paying a fixed fee based on the width of the road and through this will be able to further increase the height of the building.
Clarity on e-charging and 126 different definitions
In order to make electric vehicles the transport mode of the future, emphasis has been laid on strengthening the e-charging infrastructure in the new rules. This will provide facility for charging of electric vehicles which will encourage vehicle buyers. Experts believe that by building higher towers, more units will be built, in proportion to which the infrastructure will also have to be increased. For this, 126 definitions related to building construction have also been clearly defined. Apart from this, changes have also been made in parking facilities. Parking for group housing has been kept at Rs 1 to 1.5 per unit. 1 parking slot for commercial has been increased to 50-500 square meters from the earlier construction of 30-100 square meters. Whereas in industrial, 1 parking has been fixed per 300 square meters.
Building height and green area
The limit of 10 to 24 meters has been abolished except around airports and heritage buildings. Green area may be allowed to be 5-10% as compared to earlier 25-30%. Invest UP has sought objections and suggestions on the draft from the general public, builders, developers and concerned parties till May 3, 2026. Based on the suggestions, the draft will be finalized, after which it will be formally implemented. It is believed that this new rule will give a new impetus to the real estate sector in the areas of Noida, Greater Noida, Yamuna Expressway and other industrial development authorities.
What do experts say
In the current draft issued by the government, the FAR will be almost double the width of the road. Ashwani Nagpal, CEO of Diligent Builders, says that there are proposals to get higher FAR for the plots. This means that by getting more FAR on a wider road, the city will get vertical growth and taller towers can be built on smaller plots, due to which more houses can be constructed, which will reduce the cost and the home buyers will also benefit. According to Shailendra Sharma, Chairman, Renox Group, implementation of uniform building rules will bring transparency, remove confusion among developers, eliminate disputes and make construction and development easier. According to Dinesh Jain, CMD of Exotica Housing, this policy will fundamentally change the real estate scenario of Noida. Premium developers will benefit most from this, as they have the ability to utilize higher floor area ratio (FAR) with better construction quality and design efficiency. For investors and end consumers this could mean better asset utilization and long-term appreciation.
Urban development will get a new direction
According to Himanshu Garg, Director of RG Group, the changes made in the draft building bylaws will give a new direction to the urban development of the state. Removing the height limit will encourage high-rise projects, which will enable more housing to be provided in limited land. Apart from this, due to permission for development even on small plots and less formalities, investment and construction activities in the real estate sector are expected to increase rapidly. Atul Vikram Singh, Founder, Vision Business Park, says that by linking FAR with the width of the road and removing the height cap, developers will now get the opportunity for better planning and more efficient land use. This will promote vertical development in urban areas, which will be helpful in handling the pressure of increasing population. Also, relaxation in setback rules and simplification of approval process will reduce both the cost and time of projects, which will also directly benefit the buyers. According to Suresh Garg, Chairman and Managing Director, Nirala World, the Uttar Pradesh government's draft integrated building rules are a major step towards planned, infrastructure-led urbanization by directly linking floor area ratio (FAR) to road width. With a base FAR of around 3 (up to 6 on 12-24 meter wide roads and even higher on wider corridors), and almost unlimited FAR on roads wider than 45 metres, these reforms will encourage vertical growth and create a single, transparent framework for developers in Noida, Greater Noida, YEIDA and other industrial-development authorities.
