The country’s capital New Delhi is going to witness a very big and important administrative stir today. Prime Minister Narendra Modi will chair the high-profile meeting of the 11th Governing Council of NITI Aayog at the Rashtrapati Bhavan Cultural Center in Delhi on Thursday. This time’s meeting is very special because the government has prepared a big blueprint to transform the country by the year 2047. According to an official government statement, the main theme of this year’s mega-meeting has been kept as ‘Inclusive Human Development for a Developed India 2047’.
The biggest objective of this entire brainstorming is to ensure that every citizen of the country can achieve welfare and development, irrespective of his/her age, region, gender or socio-economic background.
According to information received from government officials, in this meeting, Chief Ministers and Lieutenant Governors from across the country are going to discuss in detail the ‘Inclusive Human Development Framework’. Let us tell you that this entire structure mainly rests on four big and important pillars. The first pillar is basic human capital and future-ready skills development. The second pillar is to promote productive employment, youth entrepreneurship (business) and decentralized development. The third pillar is the health, nutrition and well-being of the country’s citizens, while the fourth and last pillar is to ensure social equality and dignity for all.
In this meeting of NITI Aayog, there will also be a serious discussion on measures to take entrepreneurship to new heights within the country, further strengthen the skill development of youth and create new opportunities for sustainable employment across India. A major objective of this entire discussion is that all the states should together prepare a strong roadmap for work. To implement this, modern systems based on good governance, digital public infrastructure (DPI), mutual coordination, partnerships and data will be used. Along with this, a systematic monitoring system will also be created to monitor short-term, medium-term and long-term results to ensure accountability of government actions.
The utmost focus in this meeting will be on how the states can fully integrate their distinct vision of development with the country’s national vision of ‘inclusive human development’. Doing so will greatly strengthen a collaborative and integrated approach between the Center and the states for the balanced and sustainable development of the country.
Apart from this, the Governing Council of NITI Aayog will also consider important recommendations of the 5th National Conference of Chief Secretaries held between 26 to 28 December 2025. That conference focused on five core themes, including early childhood education (laying the foundation), schooling (building blocks), skill development (future-ready workforce), higher education (knowledge economy), and extra-curricular activities (beyond the classrooms) like sports.
Chief Ministers of all the states and union territories of the country, Lieutenant Governors and administrators of union territories are taking part in this mega-brainstorming. Along with these, many senior Union Ministers (as ex-officio members and special invitees) and Vice Chairman, Members and CEO of NITI Aayog will also be present at the table of this meeting.
Amidst this big meeting, the most talked about thing is Tamil Nadu Chief Minister C. Joseph Vijay, who has reached New Delhi on Wednesday on his three-day visit to attend this meeting of NITI Aayog. This is his second major visit to the country’s capital after assuming the post of Chief Minister last month. Many important political and administrative meetings are expected to take place during this tour, which is why all eyes are on him in the political circles.
Along with Chief Minister Vijay, his personal aides Jagadish, Vishnu Reddy, Rajkumar, Jagadish Awasthi, assistant Rajendran and many other senior officials associated with the Chief Minister’s Office (CMO) have also come to Delhi. Vijay’s visit to Delhi comes at a time when the new government of Tamil Nadu is demanding more financial help and a bigger budget from the central government for big infrastructure projects, new welfare schemes and development programs in the state.
On the other hand, Karnataka Chief Minister D.K. Shivkumar has also made his strategy clear regarding the meeting. Speaking to Delhi media, he said that he will participate very actively in this meeting and will prominently raise all the pending issues to his state. Shivakumar said, “We are attending this meeting and I will present before the country the issues to the interests and development of Karnataka. On the day I took oath as the Chief Minister, Prime Minister Narendra Modi had assured me of full cooperation. We will work together in the interest of the development of the state and the country.”
