Bihar records deficit, UP registers surplus; CAG report on state financial status:

Read, Digital Desk : The Comptroller and Auditor General of India has submitted a report giving key insights into the financial health of various Indian states. A “State Finances 2024-25” report published on Tuesday by the Comptroller and Auditor General of India, K. Sanjay Murthy revealed that for the fiscal year 2024-25, as many as 18 states had set revenue surplus targets while only 3 set revenue deficit targets. As many as 7 states had the target for zero-revenue deficit.

As per the reports, 13 Indian states recorded a revenue surplus in 2024-25, while 15 states incurred a deficit. Uttar Pradesh, Gujarat, Jharkhand, Manipur along with 9 other states showed revenue surplus.

What was also revealed in the report?

The report submitted by CAG stated, “Of 28 states, 15 had revenue deficit in 2024-25, and 13 had revenue surplus.”
Of 18 states which had set a revenue surplus target for 2024-25, nine states achieved it while Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Mizoram and Telangana were left with revenue deficits.
7 states-Goa, Jharkhand, Punjab, Rajasthan, Tamil Nadu, Tripura and Uttar Pradesh-had a target of zero-revenue deficit for 2024-25. Of them four states-Goa, Jharkhand, Tripura and Uttar Pradesh-had surplus revenue, while Punjab, Rajasthan and Tamil Nadu ended the year with a revenue deficit.
Out of the 15 states with revenue deficit in 2024-25, Himachal Pradesh, Mizoram, Punjab and West Bengal received revenue deficit grant from the Finance Commission.

What is the revenue deficit and revenue surplus state?

States with revenue surplus , means a state has accumulated savings after fulfilling daily expenses with its income.
Revenue deficit states are the states which achieved their target profit by their expenses being more than the revenue income.

Revenue surplus of 13 states:

Leaving aside the revenue surplus of the 13 states, 15 states were found to have recorded revenue deficit amounting to 3,46,385 crore or 1.5 per cent of their total combined GSDP. Subtracting the revenue surplus of the 13 states, net revenue deficit for 28 states accounted for 2,19,041 crore or 0.68 per cent of total GSDP of all 28 states.
