The Avtar Group, a leader in Diversity, Equity, and Inclusion (DEI) solutions, stated that Hyderabad has placed among the top five cities in the 2024 “Top Cities for Women in India” (TCWI) ranking. The city received good marks for infrastructure, safety, and opportunity for working women to develop their skills, and it was acknowledged for being inclusive, safe, resilient, and sustainable.
The founder and president of Avtar Group, Dr. Saundarya Rajesh, emphasized the value of cities as venues for women’s advancement. “Cities influence how women live, work, and prosper,” she said. Cities must provide safe streets, easily available healthcare, and competitive possibilities for women’s leadership and economic success if they are to achieve a Viksit Bharat by 2047.
TCWI 2024 Index: Important Points
In order to promote national growth and policy improvements for women’s empowerment, the TCWI index seeks to identify model cities. In addition to comprehensive research and polls conducted with 1,672 women in 60 cities between February and November 2024, this third edition included data from sources such as CMIE, the World Bank, and criminal statistics.

Bengaluru, Chennai, Mumbai, Hyderabad, Pune, Kolkata, Ahmedabad, Delhi, Gurugram, and Coimbatore are among the top cities.
Standards for City Ranking
A City Inclusion Score (CIS), which was based on three main pillars, was used to evaluate cities:
The Social Inclusion Score (SIS) is centered on women’s employment representation, safety, and liveability.
• Industrial Inclusion Score (IIS): Assessed women’s inclusion in industry.
Women’s opinions on skilling, work, caregiving assistance, transportation, and safety form the basis for the Citizen Experience Score (CES).
In contrast to previous iterations, the 2024 index included a single rating as a result of rapidly increasing urbanization and updated data.
State and Regional Results
Kerala topped the state rankings for inclusiveness, followed by Telangana, Maharashtra, Tamil Nadu, and Karnataka.
Cities as Rated by Women
• Employment and Skill: Bengaluru, Mumbai, and Gurugram had the highest scores.
• Infrastructure: With an 8.01 score, Hyderabad took the lead.
• Government Efficiency: Pune and Thiruvananthapuram did well.
• Quality of Life: Chennai, Pune, and Coimbatore had the top rankings.
• Safety: The safest cities were found to be Hyderabad, Mumbai, and Thiruvananthapuram. The index provides a framework for developing inclusive urban environments that enable women to flourish in all spheres of life.
