The Handlooms, Textiles and Handicrafts Department of the Government of Odisha successfully participated in the Utkarsh Odisha – Make In Odisha Conclave 2025.


This prestigious event brought together key industry stakeholders to discuss investment opportunities and strategies in the vibrant and emerging destination for textiles, apparels, handlooms and sericulture.

The department hosted two impactful sessions, with key speakers, industrialists and Government officials leading discussions focused on the themes “Odisha: The Emerging Destination for Textiles, Apparels and Handlooms” and “Sericulture and Technical Textiles – Odisha’s Tryst with Silks and Sectoral Utilities.” These sessions aimed to highlight Odisha’s potential as a hub for textile and apparel manufacturing, showcase the rich cultural heritage of handlooms and explore innovative approaches to sustainable sericulture.

The sessions were also addressed by Hon’ble Minister of HT&H Department, Shri Pradeep Bal Samant, Hon’ble Minister, Revenue & Disaster Management, Shri Suresh Chandra Pujari, Shri Ganesh Ram SinghKhuntia, Hon’ble Minister Forest, Environment & Climate Change, Shri Nityananda Gond, Hon’ble minister School and Mass Education, ST & SC Development, Minorities & Backward Classes Welfare, Smt. Guha Poonam Tapas Kumar, IAS, Commissioner-cum-Secretary to Government, Handlooms, Textiles and Handicrafts Department amongst others.

At the Make in Odisha conclave 2025, the Handlooms, Textiles, and Handicrafts Department achieved significant milestones. The Department secured a whopping ₹7762 crore investment intents from 36 units with the potential to create around 88000 direct and indirect employment opportunities.

6 Memorandums of Understanding (MoUs) were signed with key industries like Shri Maa Textiles, Maa Banadurga Textiles Ltd., Pratima Agro Spinning Mills, Tilottama Proprietors, Arundhati Bandhakala, Anubhav Knitwear, Cedra Filtration paving the way for future progress and development. Noteworthy to mention that, on this occasion 2 MoUs were also exchanged between HT&H Department and Textiles Committee and SIDBI on post GI Initiatives, etc; HT&H Department/CSB-CTRTI/FECCD-OWO on Modal Eco-race Conservation in Sericulture sector.

Two panel discussion sessions were organised. The first session was featured prominent speakers, including “Smt. Roop Rashi, Textile Commissioner, Government of India, Shri Akhilesh Kumar, Deputy Director General, Ministry of Textiles, Government of India, Shri Malik Ahmadeen, CEO, MAS Holdings, Sri Lanka, Shri Suraj Kalra, Group CEO, Trimetro (EPIC Group), Shri RK Vij, Advisor, Indorama Synthetics, Shri Updeep Singh Chatrath, Director & CEO, Welspun World Ltd., Shri R.P. Goel, Advisor, Trade, Sahi Exports, Shri Brahmananda Meher, Managing Director, Arundhati Group.”

The second session was participation from leading industrialists and investors, including “Shri Akhilesh Kumar, Deputy Director General, Ministry of Textiles, Government of India, Shri Mukesh Kumar Nayak, MD, Cedra Filtrations, Bhubaneswar, Shri Dhananjay Sahoo, CGM- Petrochemicals, IOCL New Delhi, Shri P. Sivakumar, IFoS, Member Secretary, Central Silk Board, Bengaluru, Shri D. S. Kasare, Director, Kasare Vanya Silk Mill Pvt. Ltd, Raipur, Dr Kartik Neog, Director, CMER&TI, Assam.

That apart, the unveiling of the Amended Odisha Apparel and Technical Textiles Policy (OATTP) 2022 and Operational Guidelines of OATTP 2022 took place during the The amended policy and guidelines are aimed at creating a more investment-friendly environment, promoting sustainable practices, and enhancing the overall competitiveness of the industry.

Among others, reputed garment industries like M/s Shahi exports Pvt. Ltd., M/s Sahana Groups, Trimetro (EPIC Group), Welspun World Indorama Synthetics, MAS Holdings participated in the deliberation.

These investments and collaborations underscore the commitment to promoting Odisha’s traditional handlooms, textiles, and sericulture which not only preserve cultural heritage but also provide substantial economic benefits. The focus on enhancing infrastructure, market access, and skills development will further strengthen the sector, ensuring sustainable growth and prosperity for the weavers and artisans.
