VVIP permits and no vehicle zone: UP government’s major reforms after the Maha Kumbh stampede

January 30, Prayagraj A day after there was a stampede at the Maha Kumbh Mela, the Uttar Pradesh government announced harsh measures in Prayagraj.

On Wednesday, one of the most auspicious days of the Kumbh Mela, Mauni Amavasya, crores of devotees flocked to the Mela area for a holy plunge, resulting in a stampede that left at least 30 dead and 60 injured. According to the administration, devotees rushing against barriers in an effort to get to the Sangam nose area caused the stampede.

The administration has implemented the five major adjustments that the state government agreed upon after the disaster.

The administration has made the following adjustments:

Whole no-vehicle zone: It is totally forbidden for any kind of vehicle to enter the Maha Kumbh fair area.

Cancelled VVIP passes: Vehicle access will not be permitted with any special passes, thus there will be no exceptions.

Implementation of one-way routes: To facilitate the movement of devotees, a one-way traffic system has been put into place.

Restricted vehicle entry: In order to ease traffic, cars coming from Prayagraj’s neighboring districts are being halted at the district boundaries.

Tight limitations till February 4: In order to preserve order, four-wheeler entry into the city is strictly prohibited until this date.

IAS officials Ashish Goyal and Bhanu Goswami have been instructed to be in Prayagraj right away in order to bolster crowd control measures. Together with Vijay Kiran, both officials were instrumental in the effective administration of the 2019 Ardh Kumbh. Ashish Goyal was the Commissioner of Allahabad, in charge of the administration, while Bhanu Goswami was the District Magistrate and Vice Chairman of the Kumbh Mela Authority at the time.

Five special secretary-rank officials who have managed major events before have also been deployed to help with Maha Kumbh activities.

Following the incident, Chief Minister Yogi Adityanath released a number of directives that addressed interdepartmental cooperation, traffic management, and crowd control.

He directed the Director General of Police (DGP) and the Chief Secretary to assess the Maha Kumbh preparations. The Prayagraj District Magistrate and the ADG have been instructed to make sure that every devotee leaves the city safely and without incident.

CM Yogi spoke to top police officers and officials from many districts in a late-night video conference. He gave them instructions to work closely with train officials. To handle the rush, the Transport Corporation has been instructed to send out more buses.

According to him, there should be no traffic or traffic bottlenecks on the highways, and crowd pressure shouldn’t increase anyplace. To avoid causing traffic jams, street sellers who are now using highways have to move to vacant spaces.

The CM also emphasized that there should be no needless limitations placed on Mela attendees’ freedom of movement throughout the fairgrounds.

A three-person judicial panel to look into the reasons behind the stampede was announced by the state administration on Wednesday. Justice Harsh Kumar, retired IAS official V.K. Singh, and former Director General V.K. Gupta make up the panel. The Chief Minister said that the relatives of the deceased will get Rs 25 lakh in compensation.
