DWP update on changes to PIP assessments as new process applies 'to all cases'

The DWP has issued an update on changes to PIP assessments after a query from an MP. Shadow Work and Pensions minister, Helen Whately, asked if the DWP is taking any steps to increase the number of PIP assessments that take place in person.

PIP (Personal Independence Payment) supports people who have a long-term health condition that affects them in their daily life and/or in their ability to move around. Claimants often have to undergo an assessment to determine their level of need, as payments vary depending on how much support you need.

Less than 5% of PIP assessments currently take place in person, after assessments were moved online or over the phone during the COVID-19 pandemic. Responding to the query, Work and Pensions minister Sir Stephen Timms said that a new system came in from September 2024, with assessment providers offering the service through arrangements known as Functional Assessment Services (FAS) contracts.

In line with the FAS process, providers will always consider the feasibility of a paper-based assessment in the first "in the first instance, for all cases". Mr Timms explained: "Where a paper-based review is not possible the claimant will be invited to an assessment.

"Before an invitation to an assessment is sent, consideration will be given to claimants who need a specific assessment channel due to their health condition or circumstances. Other claimants who can undertake any assessment type will be allocated to the next available appointment; however, this can be changed if the claimant informs us that a reasonable adjustment is appropriate in their circumstances."

The DWP also audits FAS suppliers to make sure claimants are getting the right type of assessment for their needs. The FAS providers are also set to deliver more face-to-face assessments with the DWP expecting an increase of in-person assessments towards Autumn 2025.

Mr Timms added: "We remain committed to enabling a multi-channel assessment approach. Any future decisions will be evidence-based and to ensure this we will draw on existing evidence, as well as continuing to build our understanding via research and analysis."

To be eligible for PIP, you must have a condition which you expect to affect you for at least 12 months from when it started.

These are the current payment rates for PIP:

Daily living element

  • Lower rate - £72.65
  • Higher rate - £108.55.

Mobility element

  • Lower rate - £28.70
  • Higher rate - £75.75.
