Women, Water, Health: Rekha Gupta’s Debut Budget Charts A New Course For Delhi

Delhi Budget 2025-26: Delhi Chief Minister Rekha Gupta presented the 2025-26 budget for the national capital in the state Assembly on Tuesday. This is the first budget from the newly formed BJP-led government in Delhi. Gupta emphasized that the budget focuses on ten key areas, including infrastructure development, electricity, roads, and water.

The budget for this year, totalling Rs 1 lakh crore, marks a 31.5% increase from the previous year’s budget. Gupta stated that the days of “corruption and inefficiency" are over, highlighting a significant increase in capital expenditure, which has been doubled to Rs 28,000 crore.

Key Highlights of Delhi Budget 2025-26:

  • Capital Expenditure: Doubled to Rs 28,000 crore to drive infrastructure growth.
  • PM Jan ArogyaYojanaa: Rs 2,144 crore allocated for the healthcare initiative.
  • Mahila Samridhi Yojana: Rs 5,100 crore allocated to provide Rs 2,500 per month to eligible women.
  • Connectivity: Rs 1,000 crore allocated for improving connectivity within Delhi and the National Capital Region (NCR).
  • Road and Bridge Infrastructure: Rs 3,843 crore allocated for the development of roads and bridges.
  • Women’s Safety: 50,000 CCTV cameras will be installed across the city to ensure safety.
  • Atal Canteens: Rs 100 crore allocated to establish 100 Atal Canteens in Delhi.
  • Slum Development: Rs 696 crore set aside for slum cluster and JJ colony development.
  • Water and Sanitation: Rs 9,000 crore allocated for clean drinking water and sanitation initiatives.
  • Sewer Infrastructure: Rs 500 crore for upgrading sewer treatment plants (STPs) and Rs 250 crore for replacing old sewer lines.
  • Yamuna Cleaning: Rs 500 crore earmarked for cleaning the Yamuna, with treated water being diverted through the decentralization of 40 STPs.
  • New ‘CM Shri Schools’, Free Laptops For Students: CM Rekha Gupta announced CM Shri School under the r New Education Policy. These schools will be on the lines of PM Shri schools, and Rs 100 crore has been allocated to this project. Rs 50 crore has been allocated to establish 175 new computer labs in all govt schools, and Rs 100 crore allocated for smart classes. Delhi government will also provide free laptops to 1,200 students passing class X, allocating Rs 750 crore for it in the FY26 Budget.
  • Ayushman Bharat Scheme: Delhi government has allocated Rs 2144 crore for giving an additional Rs 5 lakh insurance to people under Ayushman Bharat scheme

Ahead of the budget presentation, Delhi Assembly Speaker Vijender Gupta expressed confidence that the budget would meet the expectations of Delhi’s residents. Minister Parvesh Verma also described the budget as “historic" and noted that it would bring positive changes to the people of Delhi.

In a related development, a report from the Comptroller and Auditor General (CAG) on the Delhi Transport Corporation (DTC) was presented in the Assembly, pointing out operational inefficiencies and financial losses under the previous AAP-led government.
