CBI Hosts INTERPOL Workshop On Notice Compliance, Stresses BHARATPOL Portal Use

The Central Bureau of Investigation (CBI), in collaboration with the Notice & Diffusion Task Force (NDTF) and INTERPOL, hosted a two-day workshop on Compliance of INTERPOL Notices and Diffusions at its headquarters in New Delhi on March 24-25, 2025. The workshop aimed to enhance understanding of INTERPOL's color-coded Notices system, its review process, and compliance mechanisms within INTERPOL's legal framework.

The event brought together domain experts from INTERPOL's Notices and Diffusions Task Force and participants from various Central Law Enforcement Agencies (LEAs) of India, including the CBI, NIA, ED, DRI, NCB, Delhi Police, and WCCB, along with police officers from states and union territories. Representatives from the Ministry of External Affairs (MEA) and Ministry of Home Affairs (MHA) also attended.

A dedicated session addressed legal issues related to notices, focusing on compliance with INTERPOL's constitution. Public prosecutors, deputy legal advisors, and additional legal advisors from the CBI, along with judges from the Delhi Judicial Academy, participated in this session. Over 120 attendees joined in person, with an equal number participating online from across India.

The workshop explored how Indian LEAs can seek international assistance through INTERPOL channels and improve their effectiveness. Discussions also covered executing incoming requests from foreign countries. Participants emphasized the importance of the newly launched BHARATPOL Portal, urging law enforcement agencies to utilize it for international police cooperation requests through INTERPOL member countries.

The event highlighted the significance of INTERPOL's Notices system in global criminal collaboration. These notices, issued at member countries' requests, play a crucial role in tracking international fugitives and facilitating extraditions. However, they must comply with INTERPOL's legal framework before publication. The workshop familiarized stakeholders with compliance checks and proper drafting of INTERPOL Notices and Diffusions, supplemented by case study discussions.

As INTERPOL's National Central Bureau for India, the CBI coordinates with all domestic law enforcement agencies for INTERPOL-related cooperation. Through designated INTERPOL Liaison Officers (ILOs) from central agencies, states, and union territories - working alongside Unit Officers (typically SP/CP-level officials) - the CBI facilitates international collaboration on criminal cases.
