The Bihar government has decided to implement the domicile policy in teacher appointments. According to the Ministry of Education, the recruitment process of one lakh 10 thousand teachers is being started, out of which 85 percent of the posts will be reserved for the original residents of Bihar. Last month, the state government had set 35 percent of the seats for women reserved for women in government jobs for women of Bihar.
Chief Minister Nitish Kumar directed the Ministry of Education to change the rules to give priority to Biharis in teacher recruitment. Subsequently, the Ministry of Education announced to implement it immediately.
The Nitish government promised to bring this policy during the 2020 assembly elections, but later retracted it. Now, when the opposition Rashtriya Janata Dal has promised to implement the domication policy when he comes to power, Nitish Kumar’s government has again considered it.
According to the data recently introduced in Parliament, Bihar’s per capita income is the lowest. Since 2011-12, the rate of increase in per capita income has slowed down, which has been only 3.3 percent in the last 12 years. The per capita income in undivided Bihar was equal to 70 percent of the national average, which decreased to 31 percent after the separation of Jharkhand. During this, Nitish Kumar has taken over the command of the state.
Thus, Nitish Kumar’s government has failed on the development and employment generation front. The shared of God in stale rice has become his compulsion, and unfortunately the opposition has also failed to present a reliable plan for the development of Bihar.
