TRAI’s order: DPOs will have to submit monthly and quarterly reports Mandatory Gujarati

New Delhi: Telecom Regulatory Authority of India (TRAI) has announced a new order under Section 12 of the Telecom Regulatory Authority of India Act, 1997. According to this order, now all Distribution Platform Operators (DPOs), such as Direct-to-Home (DTH) operators, Multi System Operators (MSOs), Headend-in-the-Sky (HITS) operators and Internet Protocol Television (IPTV) operators will have to submit Performance Monitoring Reports (PMRs) on monthly and quarterly basis.

TRAI, for the first time, by order dated July 24, 2008, made it mandatory for DTH operators to submit quarterly PMR (Q-PMR). Subsequently, in June 2019, this rule was expanded to also include MSOs and HITS operators. TRAI has now changed the reporting format based on recent amendments in tariff orders, interconnection regulations and service quality regulations.

Monthly Performance Monitoring Report (M-PMR): Within 10 days after completion of every month (in Appendix-I format).

Quarterly Performance Monitoring Report (Q-PMR): Within 15 days from the end of the quarterly period (in Appendix-II format).

If the number of active subscribers of a DPO is less than 30,000 at the end of the last financial year, then Q-PMR submission will be optional for them.

TRAI said that the main objective of this new reporting framework is to ensure effective monitoring of compliance, enhance transparency, protect consumer interests, as well as promote orderly growth of the broadcasting and cable TV sector.
