What did the government say?

According to the information received, the ministry has clearly directed Telegram that the company should develop a robust mechanism to identify pirated movies and copyright-infringing audio-video content available on its platform, report it, block access to it and remove such content. Besides, the government is of the view that merely removing content after receiving a complaint is not enough. The platform itself will have to identify such content and take significant steps to remove such content in a timely manner.

Telegram’s Grievance Redressal System

The Ministry of Information and Broadcasting has asked Telegram for complete information about its grievance redressal system. The government wants to know how filmmakers, OTT platforms, broadcasters and law enforcement agencies file complaints about pirated content and how quickly these complaints are acted upon.

Action will be taken against repeat violators

The government has also ordered Telegram to take tough action against users and networks that frequently share pirated content. This includes not only personal accounts, but also channels, groups, bots, admins and networks. The government aims to completely destroy the network of people who constantly distribute pirated copies of movies and web series to the public.

Report to be submitted within 15 days

The government has given Telegram a deadline of 15 days. Telegram has been directed to submit a Detailed Action Report (ATR) within these 15 days. In this report, Telegram will have to state the identification of pirated content, the actions it has taken to remove such content.
