Delhi Government has issued a new Standard Operating Procedure (SOP) and detailed guidelines to make the distribution of ad-hoc monthly relief to Jammu and Kashmir migrant beneficiaries more simple, transparent and systematic. Chief Minister Rekha Gupta said that the government is completely sensitive towards the problems of Jammu and Kashmir migrant families. With this objective in mind, the process of distribution of relief has been made easy, so that the eligible beneficiaries do not have to face any unnecessary difficulty. The government also aims to ensure that eligible migrant families get timely relief without unnecessary paperwork.
The Chief Minister said that a one-time special exemption (amnesty) has been provided to all the registered migrant families receiving relief till March 2024. This scheme was approved by the cabinet in the month of June. Under this, they have been given an opportunity to declare the details of their current family as on April 1, 2026. For this, every family will have to fill Form-A and submit it. He clarified that the declaration forms submitted under the old rules in April 2026 will no longer be valid and will be considered cancelled.
The last date for submission of Form-A has been fixed as 15 September 2026. After this, the district authorities have been instructed to update the details of the families and issue Ad-hoc Monthly Relief (AMR) on the basis of maximum four members per family. Those families who want to get the family partition done as per the rules, will have to submit Form-B along with Form-A so that their application can be disposed of as per the rules.
Making relief distribution more public welfare, the government has completely abolished the monthly family income limit. Now any eligible beneficiary will not be required to submit income certificate or any document related to immovable property. This will provide relief to thousands of migrant families from unnecessary documentation process and it will be easier than before to get assistance.
The rules related to marriage and family status have also been clarified in relation to the families receiving relief. Relief will be determined on the basis of relationship and marital status, irrespective of the current residence of the beneficiary. If the daughter of a migrant family gets married to another migrant family, her name will be added to the new migrant family. If a non-migrant girl is married to a migrant family, her name will be included in that migrant family. Whereas if a migrant girl gets married to a non-migrant family, her name will be removed from the migrant family and she will not be eligible to get relief.
The arrears for the period till March 31, 2026 will also be released. For this, payment will be made on the basis of old relief card, Aadhar card of the current family head and annual self-declaration so that the eligible beneficiaries can get their pending payment on time. If necessary, field verification will be done by Sub-Divisional Magistrate (SDM) or Tehsildar. Also, all the beneficiaries will have to submit their claims only in the pre-determined districts.
Chief Minister Rekha Gupta said that her government is committed to the welfare of migrant families of Jammu and Kashmir. Eliminating income criteria and simplifying procedures will free thousands of families from unnecessary paperwork and ensure timely financial assistance.
