Ex- manager was known to be a big admirer of the England international after he was previously linked with a move to Anfield. Speaking ahead of a Carabao Cup clash between Liverpool and the Hammers last season, Klopp described Bowen as "probably my favourite player besides my players".
Foster said the suggested signing of Bowen by Arsenal would have led to mockery from the Gunners' rivals, but claimed his goal return would have compensated. His comments came despite the 28-year-old being tied to a long-term contract at West Ham through to 2030.
"He would definitely score some goals for Arsenal," Foster said on his Fozcast podcast. "I don't think he's a top four player. I think he is one little rung below it, but he'd definitely start up front for Arsenal.
"Other people would have laughed, but Arsenal fans would have gone, 'do you know what? Fair play to the owners, fair play to Mikel Arteta. They're thinking out of the box and investing in the rest of this season'.
"(They would have said) 'we're not going to give it up. We are investing in a player that we know will score us., between now and the end of the season, 10 to 12 goals'. I think Jarrod Bowen would probably be open to it as well."
Foster said he believed a bid of between £50m to £60m would have been enough to twist West Ham's arm. Meanwhile, it's been revealed this week that Bowen could appear in Thomas Tuchel's inaugural England squad following his star role against Arsenal.
Bowen disclosed that Tuchel has been in contact with him twice to discuss his form and fitness since taking the England job. He is now hopeful of being picked for next month's World Cup qualifiers against Albania and Latvia at Wembley.
Bowen said: "Hopefully I'll be involved - we've spoken a couple of times, but all I can do is what I did against Arsenal, try and score goals, play my best every single week and see where it takes me.
"That's always been my mindset when it comes to the national team. But it's nice to get those calls."
